It is a cake. The definition (as far as I'm concerned at least), being that a biscuit goes soft when stale whereas a cake goes hard.
There was some kind of protracted legal battle over tax on Jaffa Cakes I believe.

Back to the matter at hand, Woody's used to do delicious flatbreads stuffed with spiced potato. Those were bloody good. And they had decent baklava, and a good range, often, of fruit and veg at decent prices (and often v good tomatoes). I wonder if they became so shabby because they knew they were shutting? I for one would MUCH rather have a slightly shabby Woody's there than a bloody Sainsbury's.
In South Africa where I grew up there were very good tomato-sauce flavoured chips; similarly, a good chutney flavour. (I find the idea of a derivative flavouring quite interesting)
I often shop at Sainsbury, For one it's nearer to me, and if you're shrewd you can get some bargains also I'd rather pay a little more than have to queue in Tesco for ages. And on the whole the staff are much nicer. I don't miss Woodys one bit!
