Haringey Station footbridge railings

Anybody know the thinking behind the new railing which fences off half the width of the Haringey footbridge? I initially took it for bike racks, but there's no way in or out (well, except climbing over the not-very-high railing). It seems to serve no function beyond blocking off ground to no end and rendering the 'meeting point' plaque inaccessible.

Thanks - though that's still largely inference, and you'd think an explanatory sign might have been worthwhile.
