Conservation area window infringement?

So it's a Conservation area.......builders converting 8 Lorne Road have put in ugly PVC type windows. A planning infringement, no? Who to complain to? Will anyone take it seriously?

Those windows at no 6 went in more than 20 years ago before it was a Conservation area and before the present owners. (There are alleged additional issues about the building work at no 8 allegedly affecting the structure of both adjoining buildings, too, I gather. Developers, allegedly, eh?)
