The Germans were well aware of our vastly superior air and naval power, he couldn't risk it. Our Navy wasn't really depleted at Dunkirk and we could have retaliated pretty swiftly.

They decided to invade Russia instead as they were perceived as the greatest threat and the biggest prize, he thought he could pick the UK off later with resource salvaged from Russia.
