One man's Chang is another man's Northern Heights. Slabber had the odd amusing thing to say, and was certainly clever (a lawyer as I recall), but he was also offensive and delighted in upsetting people and stirring up nastiness. Andy moderates with a very light hand, assuming (usually correctly) that as we are adults we will moderate our own behaviour. Some people just don't and they are banned for good reason.
