You can always tell if it's UPVC. It looks shit.
LB Islington, quite rightly, actually don't allow UPVC replacements in Victorian buildings - where or not they are in a conservation area - so in theory these should be turned down (hopefully at some cost to the plonkers who submitted the applications without reading the guidance). The appropriate replacement (for the environment, for aesthetics, for the value of yours and others' property) is with timber double glazed sash as in the two LB Haringey applications above.
Arkady, surely if they aren't in the conservation area then the windows don't need planning permission and can therefore be replaced with uPVC if it is a house.

It makes no mention of what it says in the link you have.

PapaL, in the link you just posted it says exactly the same as what it says in the links above - that you need planning permission to change the material of the window, i.e. from wood to UPVC. That has been Islington's policy since at least five years ago when I was on the local CAAC, and I suspect somewhat before that.
@gardener-joe - as I noted above Haringey *do not* have that rule, save for in conservation areas (though most of Haringey's part of Stroud Green is in a conservation area of course).
