We installed a new window (double glazed wooden sash) in my old house (Haringey side of SG) in 2012, and didn't even think to apply for planning permission since it was replacing a previous window. We didn't have a Fensa certificate either, because the installer didn't give it to us. But it was a bit of an issue when we sold. So property owners, beware!
Arkady, if you are talking about this bit. To me that reads that this is if you are in a conservation area.
If in a conservation area it is likely that permission is required if the windows are on a front or street facing elevation. If the existing window is single glazed most proposals for double-glazing unavoidably constitute a material change in appearance and in these cases permission will be required.
I accept it's not very clear.

"Q2. Can I replace my windows with uPVC?
The Council will usually resist uPVC windows. It is widely accepted amongst
experts, based on the latest studies, that the replacement of timber windows cannot
be justified on grounds of energy efficiency or cost saving. Estate Agents advise that
they may devalue your property. Furthermore, uPVC windows never accurately
replicate the elegant appearance of timber windows.
It is an unsustainable approach to propose to replace timber windows, which are
capable of being refurbished, with uPVC windows as their manufacture consumes
high levels of energy, they are incapable of being repaired and have a life span of
only 20 years or less, after which they go to land-fills.
Historic timber windows are usually made from the highest quality seasoned Baltic
softwood and if maintained will last for centuries, unlike modern kiln dried softwoods
which have a much shorter lifespan. Refurbishing historic timber windows is,
therefore, a sound financial decision.
If timber windows are adequately maintained (and draught proofed/secondary
glazed) they can be a match for uPVC windows in terms of energy efficiency"
And to reiterate, this interpretation was confirmed to me by Kristian Kaminski who is or was the conservation officer for LB Islington. He stressed that if the council catches people out it can prove very expensive.
